5 Phase Co-Development Process

The client and WELLER discuss and collect the primary requirements and goals for the project. Typically an NDA is executed before starting, followed by communications (by e-mail/web/phone/instant message tooling) to gather up the various details, which can include the following:

  • Primary Project Objectives: What are the primary goals and priorities the clients would like to achieve? for example, lower cost, miniaturization to a targeted mechanical size, reliability improving, modularization for design re-use, long-life support, function optimizing,etc.
  • Design Status: At what stage is the design currently existing – initial concept, block diagram, components selected, schematic diagram complete, hardware prototype…?
  • Design Responsibilities: Discuss who will be responsible for primary design functions, including hardware architecture, firmware development, embedded software, PCB layout, PCB stack-up, mechanical design, signal integrity, thermal optimization, etc.
  • Design Details: Any relevant information including schematic drawing, BOM List (Bill Of Materials), mechanical drawings, etc.
  • Reliability Requirements and Qualification: Specifies environmental resilience (temperature range, operational lifespan, shock/vibration tolerance), required certification tests, and clarifies testing scope (component vs. system level) and responsibility (WELLER or Client-executed).
  • Production Test Requirements: Defines preliminary test coverage criteria (functional, parametric, DFT) and evaluates potential methodologies (automated/manual, sample size, throughput).
  • Commercial Plan and Schedule Requirements: Projects volume ramp, cost targets, and CAPEX allocation with scheduled milestones, plus verification of pre-negotiated component contracts.
  • Special Requirements: ITAR, domestic/foreign sourcing requirements, RoHS&REACH requirements, specific material restrictions, etc.


Whether you have a new idea to create from the ground up, or want to optimize upon an existing product, WELLER’s talented team has developed processes to efficiently progress through each stage of a project to quickly deliver the most cost-effective modules that fully meet your technical requirements.

WELLER’s Feasibility Evaluation Framework provides de-risked project launch: Our phase-gated engineering analysis delivers validated technical/commercial insights, featuring these key outputs:

  • An estimate of engineering design resources and NRE cost to complete the project.
  • Evaluation of the Printed circuit board/substrate technology required (layer count, via structure, material selection, surface finishing option, quality standard etc).
  • Physical packaging approach and estimated product size (Multiple approaches can be analyzed as required, such as bare die vs. packaged ICs, 3D stacking technology, etc. Normally preliminary SOLIDWORKS® 3D models are provided).
  • Potential suggestions/recommendations to further improve size, cost, etc.
  • Preliminary assessment of any key or potential risks in the project.
  • Budgetary pricing for the detailed design, process development, prototypes, qualification/test development, certification and production unit price.
  • A preliminary project schedule.



This phase can be iterative and concludes when the clients and WELLER agree on a technically and commercially acceptable approach to developing the desired end product.

WELLER will generate a proposal for development and production supply. At this phase, some development costs and production pricing may still be preliminary and subject to change. The project proceeds upon receipt of purchase order and agreement from customer.

It is very important that final design requirements are provided by customer before beginning the detailed design phase. The following are activities that are commonly involved:

3.1 Schematic diagram development, component selection, firmware design, or software creating (as required).
3.2 Printed circuit board/substrate layout and stack-up design.
3.3 Mechanical design and materials selection, physical product design.
3.4 Signal integrity simulation and thermal analysis (as required).
3.5 Preliminary production process evaluation.
3.6 Internal design reviews including manufacture-ability, reliability and comprehensive testing.
3.7 Client design reviews at the appropriate key design milestones. It is not uncommon to have weekly project coordination for complex projects during the design phase.

Prototype Build

WELLER will fabricate the printed circuit boards, source components, and assemble the first prototypes.

If relevant production test assets (e.g., firmware, software, procedures) are fully or partially available, WELLER will test the prototypes.

Design validation can be directly done in-house by WELLER or by the customer, as agreed

Note: In some projects, particularly those involving multiple bare die, WELLER and customer may agree that a dual-stage prototype approach may be taken. For example, a quick prototype build using all packaged parts may be quickly designed and built so that the hardware design can be validated and software work can begin before the final production design using bare die is available.

Manufacturing Process Development

Depending on the complexity of the manufacturing process, ISI may engage in multiple small pre-production builds to fine-tune the manufacturing process and increase production yield.

Since production test procedures vary significantly by product, their development should start in parallel with the Detailed Design Stage. This allows sufficient time for test fixture and software development prior to prototype availability. Final test validation occurs once functional prototypes are produced.

WELLER offers a comprehensive range of electronic test equipment and capabilities. Test development can be fully handled in-house by WELLER or collaboratively developed with clients—particularly for functional tests that simulate real-world usage. Additionally, WELLER partners with approved third-party providers for specialized testing when required.

Qualification Testing

WELLER will develop and execute a final product qualification plan as project requirements dictate, typically comprising a test protocol suite for CE/FCC compliance.

Product qualification testing is specifically tailored to the part’s design characteristics, target market regulatory requirements, intended use case scenarios, and anticipated operational environments, with typical elements including:

  • Physical dimensions and First Article Inspection Report.
  • Mechanical testing (solder ball sheer, wire bond pull, resistance to solvents, etc.).
  • Preconditioning (emulate SMT assembly process if developed product will be subject to solder attach to higher level motherboard. Includes moisture exposure multiple re-flow cycles).
  • Temperature cycling.
  • Operating life testing.
  • Shock and vibration testing.

WELLER can quickly ramp to production volumes. We utilize the same process and equipment for production parts that was developed during the prototype and pre-production builds.
